Numbeo indices are crowd-sourced consumer prices with New York at 100, as reported in June 2026; we read them through a secondary article, not Numbeo directly. Scaling salaries by cost of living is our assumption: actual pay follows talent supply as much as living costs. Same defaults as above; ₹95 to US$1.
The nine decisions HR owns, in order

- Choose the ownership model
- Pick the city on talent and attrition
- Check state incentives before signing a lease
- Register as an employer and set up payroll
- Set pay bands in rupees
- Plan first hires around notice periods

Five developments for your next workforce review
Brief summaries, each with its implication for hiring leaders.
GCC hiring is growing, and it is mostly AI and data
GCC hiring rose 11% in H1 2026 to 227,991 hires, and about two in three new roles need AI, data or automation skills (Nasscom–Zinnov). Not every centre is expanding: Reuters reported that some have cut hiring plans by 30–50%. So what: plan for fewer, more senior and more technical hires per centre.
Two new rulebooks now apply to TA
The four Labour Codes took effect on 21 November 2025, and the DPDP Rules were notified on 14 November 2025 with duties phasing in over 12–18 months. Aon found 65.4% of employers compliant with the Wage Code. So what: recheck offer structures against the 50% wage rule and map how you store candidate data.
Tier-2 cities move from pilot to plan
GCC hiring in tier-2 cities grew 23% year on year, with attrition of 8–12% against 18–22% in tier-1 cities (Nasscom–Zinnov). Coimbatore grew fastest of the cities foundit reported for 2025, at 24%. So what: build city-tier pay bands and local sourcing maps before the first hire.
Fresher hiring is up, but less of it is in IT
75% of employers plan to hire freshers in H2 2026, up from 73%, but IT intent fell from 81% to 76% (TeamLease EdTech). AI application developer is among the most sought entry-level roles. So what: test skills in the assessment, not CGPA at the gate.
AI is already speeding up hiring
57% of employers planning to hire say they now hire faster than a year ago, largely due to AI (ManpowerGroup), and 44% of organisations use AI tools in hiring (Taggd). So what: tell candidates where AI touches their application, and audit every AI-assisted shortlist.

Hiring momentum by city
Five measures side by side. Each comes from a different source, so compare cities within a column rather than across columns.

GCC activity beyond the major metros
Tier-2 cities and the NCR satellites where GCCs are now opening. Each figure links to its source; where no one has published a city-level count of GCCs, we say so.
Metro city signals →Naukri figures are its JobSpeak hiring index for all white-collar jobs in the city, April 2026 against April 2025, not GCC hiring alone. IT park and tech-workforce figures include IT services firms as well as GCCs. Seat counts are capacity, not headcount.
How city-level hiring data is sourced and interpreted
India has no official city-level hiring count, and job boards do not publish their listings data. We therefore rely on published monthly indices and state clearly what each can and cannot show.
| Source | What it is | City detail | How we use it | On this site |
|---|---|---|---|---|
| Naukri JobSpeak | Monthly hiring index from Naukri’s own listings | Major metros | Main yardstick for city and sector moves | In use |
| foundit Insights Tracker | Monthly index of postings on foundit | Metros, plus tier 2 and 3 groups | Second opinion on hiring speed | In use |
| National Career Service (data.gov.in) | Government open data | State and pin code | Public-sector, small-firm and informal demand | Not yet used |
| EPFO payroll reports | Monthly counts of people added to formal payrolls | State and zone | Sanity check on formal job growth | Not yet used; newest figures we found were from 2025 |
| Job aggregator feeds (for example JSearch) | Live listings with titles, skills and pay bands | Exact location | Role-level detail | Not used; needs a paid subscription |
How we would clean listings data
- Collect postings from the feeds above.
- Map to seven metros: Bengaluru, Mumbai, Delhi NCR, Hyderabad, Chennai, Pune and Kolkata. Gurgaon and Noida count as Delhi NCR, and Bombay as Mumbai.
- Match repeats: the same employer in the same city within a 14-day window, compared by title and the start of the description.
- Remove duplicates so a job cross-posted on three boards counts once.
- Calibrate the totals against Naukri and foundit each month.
Steps 2 to 5 are a method, not something running today. Signal India currently publishes only the indices above, with each source named. We have not measured any accuracy for the matching, so we publish none.

What we classify as a GCC
The names vary by industry and by decade, but they describe the same idea: a global company running its own centre in India instead of outsourcing. Signal India tracks all of them, so you will see banks’ in-house centres next to tech and retail ones.
GCC · global capability centre
The common modern term. Engineering, analytics, finance, HR and operations for the parent, often with an AI or product mandate.
Banking and financial captives
In-house centres of banks, insurers, asset managers and payments firms (BFSI). Typical work: technology, risk, compliance, operations and data. Examples are in the tracker below.
GIC · global in-house centre
The term many banks and consumer companies use for the same thing. We list GICs as GCCs.
IDC · India development centre
Usually an engineering or R&D site set up earlier. When one grows into a wider business role, it is treated as a GCC.
One trade blog (V3 Staffing, March 2026) says there are more than 190 BFSI GCCs in India employing over 540,000 people, attributing both to unnamed industry reports. We have not verified the figures, so treat them as rough.
Why some capability centres stall or close
Centres that closed, contracted or were divested, the reported causes, and the implications for talent leaders. Against more than 2,100 GCCs and around 100 new centres a year these cases are few, but the causes recur.
Stories from the news
Why centres stall: the patterns
Built from news reports. Companies rarely explain closures in full, so the reasons are as reported or as analysts describe them, not company statements unless marked. Job figures are reported estimates. The Cambium report relies on unnamed staff. “Lesson for TA” is TalentRubric’s view.

Agents that source
+
Sourcing agents now build long lists from Naukri, LinkedIn and internal ATS data overnight. The recruiter’s job moves to judging fit and selling the role.
Evidence: about 85% of Indian organisations say AI or agentic AI is transforming their hiring.
Audited screening
+
When a model shortlists, someone has to explain why. GCCs with EU parents should note that EU AI Act rules for hiring AI now apply from 2 December 2027, including human oversight and risk management.
Rubrics over gut feel
+
Structured interviews with anchored scores beat panel instinct, and AI makes calibration across hundreds of interviewers practical.
Evidence: 77% of Indian professionals say hiring has too many stages, and 66% find it impersonal.
Skills graphs
+
Job titles mean different things in a services firm, a product startup and a GCC. Skills taxonomies let you hire across all three.
Evidence: Deloitte notes AI usually changes what a job requires rather than its title.
Consent-aware candidate data
+
India’s data protection rules make consent, purpose and retention a TA problem, not just a legal one. Your ATS is now a compliance system.
A copilot per recruiter
+
JD drafts, outreach, scheduling and debriefs all get a first draft from AI. Teams that set prompts and quality bars centrally move fastest.
Evidence: 74% of recruiters say qualified candidates are harder to find than a year ago.
What the surveys say
Roles to watch. LinkedIn’s Jobs on the Rise lists prompt engineer, AI engineer and software engineer among the top roles in demand in India. Deloitte’s campus report gives examples such as AI-enabled product manager, machine-learning engineer, data scientist and legal-tech specialist.

About Signal India
Who
Signal India is made by Shravan Kumar Shesham, founder of TalentRubric Growth Advisors in Bengaluru, who advises GCC and TA leaders across India, Singapore, the UAE and the US. He was on the founding teams at AJIO and Kore.ai and held senior roles at Deliveroo, CredCore, JP Morgan and Bank of America. Find him on LinkedIn, and follow TalentRubric on LinkedIn.
How numbers are chosen
We use figures published by pay-survey firms, GCC researchers, job boards, staffing firms and business media in the last twelve months. Each figure carries its source and date. Where a number reached us through news coverage, we name the outlet. Where sources disagree, we show them side by side.
What we don’t do
We don’t publish figures we can’t trace, invent forecasts or let sponsors touch the numbers. Our own views, like “Why it matters” and “Lesson for TA”, are labelled as ours.
How it’s updated
News and company moves are added every day as we find them, each with a source link. Every Monday we also read the public filings that reveal centres before the press does: SEZ approval-committee agendas and minutes, the stock-exchange filings of flex-office operators, registered office leases reported from transaction records, and state-government MoU releases; what we find goes in “From the filings” on the GCCs page. Figures and trends are checked monthly, reviewed, then published. Stories older than four months move to the Archive instead of being deleted. Mistakes are fixed and listed below.

Building a team in India: the decisions HR owns, in the order they come up
For HR and TA leaders whose company is opening a centre in India for the first time: a global capability centre (GCC), a captive, an India development centre or a first engineering team. Each step gives the sourced facts, then what we would do.
A starting guide, not legal, tax or immigration advice. Rules change and differ by state, so check each point with Indian counsel and a payroll provider before you act. “Our view” lines are TalentRubric’s opinion. Every figure carries its source.
-
01
Write the charter before you pick a city
Settle what the centre will do, how much the India leader can decide alone, and how big it should be in year one and year three. Zinnov advises spending a few weeks on this before any operational work, and puts a focused set-up at about 3 to 6 months to become operational, or 6 to 12 months for a larger centre.
Our view: the charter decides the hiring plan. A centre set up “to save cost” hires differently from one set up to own a product, so agree this with the parent before anyone writes a job description.
-
02
Choose how you will own it
Most multinationals use a wholly owned subsidiary set up as a private limited company. IT services, software, business process work, consulting, R&D and shared services allow up to 100% foreign investment under the automatic route, so prior government approval is generally not needed, though reporting to the Reserve Bank of India is. Branch, liaison and project offices exist for narrower purposes.
The other route is build-operate-transfer (BOT). A partner sets up and runs the centre in India under its own entity, hires the team, and at an agreed point transfers the people, assets and know-how to your own subsidiary.
It runs in three stages. Build: the partner finds the office, sets up the infrastructure and hires the first team. Operate: the partner runs the centre for an agreed period while your own managers take over the work and the direction. Transfer: people, contracts and assets move to your subsidiary, ideally with no change in pay or service for employees.
Our view: BOT gets a first team working sooner and leaves entity paperwork and early hiring to people who know the market; you pay for that in partner fees and less control in the early years. A direct captive takes longer to start but is yours from day one. Companies entering India for the first time often start with BOT; those that already run teams here usually go direct. If you choose BOT, agree before signing how and when employees transfer, who sets their pay until then, and what happens to people the partner hires.

03
Pick the city on talent and attrition, not only cost
Bengaluru holds about 34% of India’s GCC talent, Hyderabad 14%, Pune 13%, Chennai 12%, Mumbai 11% and Delhi NCR 10%. GCC hiring in September 2026 grew 23% year on year in Hyderabad, 13% in Chennai, 11% in Pune and 3% in Bengaluru. In tier-2 cities, GCC hiring grew 23% and attrition runs at 8–12%, against 18–22% in tier-1 cities.
Compare all the cities side by side in City signals on the Numbers page.
Our view: hire the first leaders where the senior talent already is, even if later teams go to a cheaper city. A tier-2 site works best as a second location with a clear mandate.
-
04
Check state incentives before you sign a lease
Karnataka, Maharashtra, Haryana, Uttar Pradesh, Gujarat, Rajasthan, Madhya Pradesh and Andhra Pradesh have dedicated GCC policies. Tamil Nadu offers incentives for GCC employees, Telangana and Delhi have policy frameworks, and Kerala has a draft. Seven of these states together target about 1,380 new GCCs and 1.18 million jobs by 2029–31, including about 500 centres and 3.5 lakh jobs in Karnataka.
The details vary a lot. Gujarat’s 2025–30 policy, for example, reimburses lease rent at the lower of actual rent or ₹50 per sq ft for five years, partly reimburses salaries and employer social-security contributions, and requires at least 50 people on payroll. Special Economic Zones are still an option, though their tax benefits are smaller than they were. Space is competitive: GCCs took 41% of India’s office leasing in January to September 2026.
Our view: read the eligibility rules before choosing a building. Payroll-linked incentives often need a minimum headcount and local hiring by a set date, which belongs in the hiring plan.
-
05
Register as an employer and get payroll right
India’s four Labour Codes took effect on 21 November 2025. Under the Code on Social Security, Provident Fund applies to every establishment with 20 or more employees, Employees’ State Insurance now covers the whole country, and fixed-term employees earn gratuity after one year instead of five. Allowances above 50% of total pay are added back to “wages”, which changes how a CTC (cost to company) offer is built. Lawyers also list the gratuity and POSH (prevention of sexual harassment) laws among the employer basics.
Our view: have payroll, the offer-letter template and the salary structure signed off before the first offer goes out. Zinnov makes the same point: HR set-up should be ready before the first offer letter. States add their own registrations, so ask your payroll provider for the list for your city.
-
06
Set pay bands in rupees, against the right benchmark
Employers forecast an average 9.1% salary increase across India for 2027. GCCs were projected at 10.4% for 2026, the highest of any sector, and skills in GenAI, machine learning and advanced analytics command a base pay premium of 30–40% or more. GCC attrition was 16% in 2026.
Try the pay checker and the public salary data on the Pay and rules page.
Our view: benchmark against other GCCs in the same city, not against IT services firms or your home country converted at today’s exchange rate. Set the bands in rupees, and review them every year.
-
07
Plan the first hires around notice periods
Experienced people in India often cannot join quickly. Almost one in three IT roles carries a 90-day notice period, by one magazine’s analysis, while across the organised sector 54% of jobs have one month or less. Zinnov advises having the India leader in place before the first team joins, and a first hiring wave weighted towards senior people.
Our view: count a senior hire’s start date from the day they accept, plus their notice period, plus a cushion for counter-offers. Budget for notice-period buyouts on critical roles, and keep in touch with accepted candidates until they join.
-
08
Handle candidate data under India’s rules from day one
India’s Digital Personal Data Protection (DPDP) Rules were notified on 14 November 2025, with duties phasing in over 12 to 18 months. GCCs also need to check cross-border data transfers against both Indian and home-country rules, and follow CERT-In’s cybersecurity directions.
Start with the candidate data notice in our templates, and see the rules tracker for dates.

Learn from the centres that stalled
About 30% of GCCs set up since 2021 have plateaued, and 80% have less than 10% of their leadership roles in India, according to figures reported by Business Standard. Read the closures and sales, and why they happened, in When GCCs stall or shut.
Our view: a centre with no senior roles in India struggles to win bigger work. Put some leadership roles in India from the start, and give them real decision rights.
Before the first offer letter: a checklist
- The charter is agreed with the parent: scope, decision rights, year-one and year-three size
- The entity is incorporated, with a bank account and tax registrations in place
- The city is chosen and you have checked the state’s incentive eligibility rules
- The India leader is hired, or has accepted and has a joining date
- Pay bands are set in rupees and the salary structure is checked against the 50% wage rule
- Payroll, Provident Fund and Employees’ State Insurance are set up, plus your state’s own registrations
- The offer-letter template and employee policies are reviewed by Indian counsel, including a POSH policy
- The candidate data notice, consent wording and deletion schedule are ready
- An ATS, interview rubrics and an interviewer panel are ready for the first roles

The terms for using Signal India
Last updated 1 November 2026. By using signalindia.talentrubric.com you agree to these terms. If you do not agree, please do not use the site.
Who runs this site
Signal India is published by TalentRubric Growth Advisors, Bengaluru, India, and edited by Shravan Kumar Shesham. Contact: Shravan@talentrubric.com.
Information only, not advice
Everything on Signal India is general information about hiring in India. It is not legal, tax, compensation, immigration or investment advice, and it does not create an adviser or client relationship. Before you make decisions, check the original sources and take advice from a qualified professional who knows your situation.
Accuracy and sources
We take figures from published reports, company releases and news coverage, and link to each one. We check them before publishing, but publishers revise their numbers, news reports can be wrong, and some figures are a company’s claims about itself. We do not guarantee that anything on the site is complete, accurate or up to date. If you spot a mistake, email us; we fix errors and list them in the corrections log.
Our views are labelled
“Why it matters”, “Lesson for TA”, “Our view” and similar lines are TalentRubric’s opinion. Tools such as the pay checker, your brief and the AI readiness score are illustrations built on published averages, not assessments of your organisation.
Links to other sites
We link to reports, news sites and job boards that we do not control, including LinkedIn, Naukri, Indeed and others. We are not responsible for their content, availability or privacy practices, and a link is not an endorsement. Signal India is not affiliated with any job board or report publisher cited here.
Sponsorship
Any sponsored message is clearly labelled. Sponsors do not see or change the numbers or the news before they are published.
Using our content
The text, summaries and design of Signal India belong to TalentRubric Growth Advisors. You may quote short extracts with a credit and a link to the page. Please do not copy whole pages or datasets. Company names, report titles and trademarks belong to their owners, and figures from reports remain their publishers’ work.
What we collect
If you subscribe to the weekly brief, we store your email address, and your city and role if you give them, only to send the brief. To read the second half of most pages, you confirm your email address with a one-time code; we keep the address and the date you confirmed it. We look at the company part of that address (the part after the @) to see which organisations read Signal India, and TalentRubric may contact you about its advisory services; you can ask us to stop at any time. If you ask us to email you a cost estimate or readiness score, we store your answers and the result with your email address. If you claim or correct a directory listing, we store your name, work email, role and message to handle the request. We record anonymous page views and clicks, such as which page was opened or which button was used, without your name or email, to see what readers use. Your brief choices are kept in your own browser and never sent to us. Readiness answers are not stored unless you ask us to email them.
Where it is stored
The site is hosted by Cloudflare Pages. Our database runs on Supabase in its Mumbai region. Fonts are loaded from Google Fonts, which receives your browser’s request in the usual way. Emails, including sign-in codes, are sent through Resend. We count visits with Cloudflare Web Analytics, which sets no cookies and does not identify you. We do not sell your data or share it for advertising, and we do not use advertising cookies.
Your rights
Under India’s Digital Personal Data Protection Act, you can ask to see, correct or delete the personal data we hold about you, or withdraw your consent. Write to Shravan@talentrubric.com. You can also unsubscribe from the brief, or ask us not to contact you about our services, at any time by emailing the same address.
Changes
We may update these terms. The date at the top shows the latest version, and continuing to use the site means you accept the updated terms.

Built from company releases, news coverage and state-government announcements. Headcounts are plans announced by the company, not confirmed hires. The directory lists companies and public facts only: it never includes personal contact details. Spotted something wrong? Email Shravan@talentrubric.com and we’ll fix it and log it. How we build this list.
Estimated year-one cost of a GCC, by city and type
Select a city, the type of centre and a team size to see a year-one range in US dollars for salaries, office space and fit-out, based on published salary, cost-of-living and rental data, together with the state incentives that may apply.
A planning range, not a quote. Salaries vary widely by skill, and rents by building. Every input comes from a published source, listed under the result; the defaults you can change (seats, space per seat, overheads) are our assumptions and are labelled as such.
Salary bands for common GCC roles
Annual CTC bands in ₹ lakh for common GCC roles, by years of experience, from Taggd’s 2026 GCC Talent Lab report. Select a role to see the band and the tier-2 city range.
Bands are indicative and published for India’s main GCC cities; individual offers depend on skill, company and city. Some 15+ year bands jump sharply in the source; we show them as published.
| Experience | Annual CTC (₹ lakh) | Range |
|---|
Realistic start dates for your first hires
Search time plus notice period, with an allowance for accepted candidates who do not join. Use it to set a start date the parent company can rely on.
India has no independent national benchmark for time to hire by level, so the search times here are indicative ranges from recruiter and employer-of-record publications. Notice periods and dropout rates are from published surveys. Each is linked below the result.
Captive, build-operate-transfer or managed services: a comparison
Most new centres now use a partner for at least part of the set-up. Here is what each model means for speed, control, cost and tax, from law-firm and advisory publications.
| Question | Own captive | Build-operate-transfer (BOT) | Managed services |
|---|
Our view: BOT buys speed, not savings. If you choose it, agree the transfer price, the people who move, and who owns the IP before the first hire, because renegotiating at handover is where most of the cost hides. We advise on BOT handovers.
Readiness to open a centre in India: ten questions
Answer for your current position. You receive a score out of 100 and the three gaps to address first.
A self-check built on TalentRubric’s set-up checklist, not a validated assessment. Your answers stay in your browser unless you ask us to email the gap report.
Pick an answer for each question to see your score.
Advisory support from the team behind Signal India
Signal India is free and stays free. When you want the numbers turned into a plan for your company, TalentRubric Growth Advisors does that work, in Bengaluru and remotely for teams in the US, UK, Singapore and the UAE. Every engagement starts with a fixed scope and a fixed fee, agreed up front.
Start here: three fixed-scope studies
GCC location and cost study
Two or three shortlisted cities compared on the talent you actually need, salary bands, office cost, time to hire and the state incentives you qualify for.
- Talent supply for your top roles, by city
- Year-one and year-three cost model
- State incentive check and next steps
First-100 hiring plan
Who to hire first, in what order, at what pay, and how long it will really take, so your headcount number survives contact with the market.
- Org design for the first 12 months
- Pay bands in ₹ and $, by level
- Sourcing plan and realistic hiring timeline
TA readiness and AI-in-TA audit
For centres that are already open and scaling: where your hiring process leaks, and where AI can safely take work off your recruiters.
- Funnel and interviewer-calibration review
- AI-in-hiring policy and tool fit
- A 90-day fix list, in priority order
Leadership hiring for new centres
Leadership search
Site heads, engineering, finance and HR leaders for new centres. Retained search with a shortlist built from the market data in this brief.
First-wave hiring
Project or embedded hiring for your first 50 to 300 roles, priced per hire or as a monthly retainer, with weekly reporting you can show the parent company.
Build-operate-transfer handover
Taking over a centre a partner built for you? We plan the transfer of people, process and leadership, and hire the roles the partner never needed.
TA advisory retainer
A senior TA adviser on call once the centre runs: hiring plans, pay decisions, vendor choices and interviewer calibration.
Interviewer calibration and AI tools
Scored interview rubrics, calibration sessions and TalentRubric’s HR tools, set up inside your own systems so you keep your data.
Training
AI literacy, structured hiring and leadership programmes for people teams and managers at the new centre.
From initial consultation to a board-ready plan
- A 30-minute call. You tell us what the centre is for and where you are. No preparation needed.
- A one-page scope. Within two working days: what we’ll deliver, by when, and the fixed fee.
- The work. Weekly check-ins, every number sourced, and drafts you can share early.
- The handover. A plan, a model you can edit, and a call with your leadership team.
Northfield Mutual, a mid-size US insurer, planned 250 roles in Hyderabad. The study compared Hyderabad, Pune and Coimbatore for claims operations and data engineering, showed that a two-city model cut year-one cost while keeping hiring time steady, and set out the first 40 hires in order. The company used it to get budget approval and then asked for help hiring the site head.
Northfield Mutual is invented to show what a typical engagement covers. We never name clients without their permission.
How Signal India is made
What counts as a GCC
Any centre a foreign or Indian company runs in India to do its own work, rather than work for outside clients: global capability centres, captives, banking and insurance service companies, India development centres (IDCs) and global in-house centres (GICs). Centres run by a partner under a build-operate-transfer deal count too, and we say who the partner is. IT-services firms’ own delivery centres don’t count.
Where the facts come from
Company releases and newsrooms, business media, state-government announcements and cabinet decisions, stock-exchange filings, SEZ approval minutes, and published reports from pay-survey firms, real-estate advisers, job boards and staffing firms. Every figure links to its source and date. If a number reached us through news coverage, we name the outlet.
When sources disagree
We show the figures side by side, or pick the most direct source and note the other. Plans are labelled as plans: a headcount “target” is what a company announced, not people hired.
How often it changes
News and company moves are added daily. Public filings are read every Monday. The GCC directory is refreshed weekly. Pay, hiring and city figures are checked monthly. Nothing is deleted: stories older than four months move to the Archive.
Mistakes
We fix errors as soon as we find them or you tell us, and list every fix in the corrections log.
Independence
Signal India is published by TalentRubric Growth Advisors, which sells hiring and set-up services. That never changes what we report about a company. If we ever carry a sponsor or earn a referral fee, we’ll say so on the page where it applies, and sponsors never see or touch the numbers.
Personal data
The site and the directory show companies and public facts only, never personal contact details. If you confirm your email to read, we store it to give you access and send the weekly brief, under India’s DPDP Act. See Terms, disclaimer and privacy.
