When the reports don’t agree

Different surveys ask different people in different ways, so the numbers wobble a bit. Blue bars are all-India figures; pink bars are GCC-only.

Agents that source

Sourcing agents now build long lists from Naukri, LinkedIn and internal ATS data overnight. The recruiter’s job moves to judging fit and selling the role.

Audited screening

When a model shortlists, someone has to explain why. GCCs with EU parents should note that EU AI Act rules for hiring AI now apply from 2 December 2027, including human oversight and risk management.

Structured interviews with anchored scores beat panel instinct, and AI makes calibration across hundreds of interviewers practical.

Five things worth knowing before your next hiring review

Quick reads, each with a “so what” at the end.

GCCs

GCC hiring is growing, and it is mostly AI and data

GCC hiring rose 11% in H1 2026 to 227,991 hires, and about two in three new roles need AI, data or automation skills (Nasscom–Zinnov). Not every centre is expanding: ANSR’s founder told Reuters some have cut hiring plans by 30–50%. So what: plan for fewer, more senior and more technical hires per centre.

Compliance

Two new rulebooks now apply to TA

The four Labour Codes took effect on 21 November 2025, and the DPDP Rules were notified on 14 November 2025 with duties phasing in over 12–18 months. Aon found 65.4% of employers compliant with the Wage Code. So what: recheck offer structures against the 50% wage rule and map how you store candidate data.

Locations

Tier-2 cities move from pilot to plan

GCC hiring in tier-2 cities grew 23% year on year, with attrition of 8–12% against 18–22% in tier-1 cities (Nasscom–Zinnov). Coimbatore grew fastest of the cities foundit reported for 2025, at 24%. So what: build city-tier pay bands and local sourcing maps before the first hire.

Campus

Fresher hiring is up, but less of it is in IT

75% of employers plan to hire freshers in H2 2026, up from 73%, but IT intent fell from 81% to 76% (TeamLease EdTech). AI application developer is among the most sought entry-level roles. So what: test skills in the assessment, not CGPA at the gate.

AI in hiring

AI is already speeding up hiring

57% of employers planning to hire say they now hire faster than a year ago, largely due to AI (ManpowerGroup), and 44% of organisations use AI tools in hiring (Taggd). So what: tell candidates where AI touches their application, and audit every AI-assisted shortlist.

Compiled from news reports and company releases, so some details are company claims that have not been independently verified. Headcount figures are plans announced at launch, not confirmed hires. This is a selection, not a complete list: Zinnov counts 2,117 GCCs in India, and more than 100 open each year. Rows marked ⓘ carry a note.

When GCCs stall or shut

Not every GCC works out. Here’s why.

Centres that closed, shrank or got sold, what went wrong, and what TA teams can take from it. Set against 2,117 GCCs and around 100 new ones a year, these are a small share, but the reasons repeat.

Stories from the news

Why centres stall: the patterns

Built from news reports. Companies rarely explain closures in full, so the reasons are as reported or as analysts describe them, not company statements unless marked. Job figures are reported estimates. The Cambium report relies on unnamed staff. “Lesson for TA” is TalentRubric’s view.

How much of a raise should you budget for in 2027?

Pick a sector, pop in an annual CTC, and see what Aon, EY and Mercer expect, in actual rupees.

All India

SourceIncreaseOn your CTC

Survey averages, not individual offers, and not compensation advice. The sources cover different years (Aon forecasts 2027; EY and Mercer project 2026) and different samples. Sector names follow each survey, so “Tech” in Aon (consulting and services) is not the same group as EY’s “Hi-tech/IT”. Mercer reports only a few sectors publicly. Rupee amounts are simple arithmetic on your CTC for illustration.

Building AI tools for HR

Want to build your own HR AI tool?

Lots of HR teams are building their own agents now instead of only buying them. Here’s how to do it in six steps, where to build it, and what’s new for builders.

The six steps

    Where to build

    OptionGood forWatch out for

    Latest for builders

Want one built for your team?

TalentRubric builds HR AI tools that run in your own environment, so your candidate and employee data stays with you. One-time setup, then maintenance and new features.

A practical guide from TalentRubric’s own building work, not a survey. Products named are examples from recent news, not endorsements.

    AI workflows for HR

Nine AI workflows you can try this quarter

For each one: what the AI does, where a human still needs to check, and what to watch out for. Filter by hiring stage.

A practical guide based on TalentRubric’s advisory work, not a survey. Products named are examples from recent news, not endorsements. Check every workflow against the DPDP Rules, your own policies and, for GCCs with EU parents, the EU AI Act.

    Templates

    Steal these templates

Copy, fill in the brackets, make it yours. Just run the data notice past your legal team first.

Starting drafts only, not legal advice. Check them against the DPDP Act and Rules and your own policies before you publish.

    About Signal India

    Who’s behind this?

    Who

Signal India is made by Kumar, founder of TalentRubric Growth Advisors in Bengaluru, who advises GCC and TA leaders across India, Singapore, the UAE and the US. He was on the founding teams at AJIO and Kore.ai and held senior roles at Deliveroo, CredCore, JP Morgan and Bank of America.

    How numbers are chosen

We use figures published by pay-survey firms, GCC researchers, job boards, staffing firms and business media in the last twelve months. Each figure carries its source and date. Where a number reached us through news coverage, we name the outlet. Where sources disagree, we show them side by side.

    What we don’t do

We don’t publish figures we can’t trace, invent forecasts or let sponsors touch the numbers. Our own views, like “Why it matters” and “Lesson for TA”, are labelled as ours.

    How it’s updated

Every month we check for new releases, add them as drafts, review them, then publish. Each section shows when it was last checked. Mistakes are fixed and listed below.

    Corrections log

    Oops, we fixed these

Spotted a mistake? Drop a note to Shravan@talentrubric.com and we’ll fix it and log it here.

    Sources and method

    Where all this comes from

Figures are taken from each publisher’s report or from news coverage of it, with the date it was published. Where a figure reached us through news coverage, the outlet is named; those figures have not been checked against the full report. Publishers may revise their numbers, so check the original before citing a figure in your own work.

      For TA leaders

Not sure where AI fits in your hiring? Let’s look together.

TalentRubric looks at how you screen, the rubrics you interview with, and how consistent your interviewers are. Then we show you where AI helps and where a human should still make the call. Built for GCCs and Indian enterprises.
